7 Reasons + 1 Conclusion => 2.000 Jobs to Save



Please find below seven arguments and a conclusion against cutting 2.000 posts at the Commission. This material has been sent to Members of the Budget Committee and to selected other MEPs who are working on reports about the reform of the Staff Regulations.

Almost no one has spoken in favour of the cuts to SID. Petition 847(2011) seems to have lots of support on the Left and at the Centerof the European Parliament. There seem to be some individuals even on the far Right who are beginning to doubt the sanity of austerity.

There is no rational basis for despair. There are plenty of Parliamentarians who are ready to defend our 2.000 jobs. We should show our gratitude through practical support .

1. Introduction

The Petitions Committee of the European Parliament has referred Petition 847(2011) to the Budgetary Committee for consideration. Its Secretariat has informed us that "… while the Rapporteur for opinion has not yet been formally appointed, a first exchange of views on the latter proposal is foreseen in BUDG next week (25/01), as point 15 of the agenda.".
847's purpose is to save the 2.000 posts that the Commission proposes to strike from its establishment plan. Several other Institutions, including the European Parliament, have refused to accept this form of austerity. We are asking the Parliament veto the Commission's plans for auto-mutilation. Six arguments presented.

2. Sending a Message to Employers

The EU Commission and other Institutions write and speak much about full employment. The action of eliminating 2.000 jobs will discredit those words. Private employers will eagerly copy the Commission's bad example and often go much further by sacking workers on the spot rather than awaiting their retirement. Thanks to the Commission's initiative those displaced Europeans will soon have 2.000 fewer alternative jobs to apply for because many of our colleagues at the age of retirement.


3. Sending a Message to Banksters

The financial crisis was caused by a lack of effective regulation of the loan shark industry. Given the size of Europe's legitimate banking sector banking sector there is a need for plenty of motivated and qualified regulators. Above and beyond that, there is the shady side to investigate and regulate. Regulations without adequate enforcement create only the dangerous illusion of security. If Europeans want to be safe on the Street, they will need plenty of cops walking the beat.


4. Preventing Recession

Those Europeans who loose their chance to work in the public service will find jobs at lower pay or outside the EU, if they escape long term unemployment. Either way, Europe's GDP is diminished. The link between jobs inside the Institutions and those next door has been analyzed;
"This study shows that, in addition to direct employment provided by European and international institutions, their presence generates additional jobs in various sectors such as hospitality (hotels, restaurants, cafés), as well as trade and tourism. Indirectly they create some 28.000 jobs. In total the European and international presence is said to be responsible for 13 to 14% of jobs and of the Brussels GNP, which is consistent with some 100.000 jobs. "

The future is more difficult to predict than the past, but applying the simple concept of pro rata, we see that 5.000 ( = 0.05 * 100.000 ) jobs may follow the 2.000 into oblivion. Predicting how many domino stones will fall in the end would be unnecessary speculation. It is enough to know that 7.000 Europeans on dole cost more than 2.000 at work.


5. Keeping Europe Competitive

A key scene in Moore's "Capitalism; A Love Story" shows the head of the US Congressional Oversight Committee, Harvard Prof. Elizabeth Warren, saying that she has no knowledge of where the $700.000.000.000 bailout money went ultimately. Detailed information about financial flows away from Europe also remains to be discovered, but common sense and elementary economics indicate that the likely repository for most of the money being extorted in the name of bankster bailouts; the BRIC. The money may then be spent to buy new machinery and technology with a view to taking market share away from Europe.

6. Penny Wise and Pound Foolish

The scheme of sending one worker in twenty home while making the lucky nineteen do his work without compensation is as foolish as it is unfair. There are very few places in the service where twenty people do exactly the same work, side by side. An obvious example is found in the service which handles the twenty languages of the European Union. There, simplistically suppressing every twentieth unoccupied post would lead to Treaty violations and expensive internal conflicts of the kind familiar in Belgium.

Because an across the board cut of 5% is not feasible a more complex plan will be needed. All conceivable ones will lead to more than a five percent drop in motivation and output.

7. Beware the Thin Edge of the Wedge

The Commission has promised to rid itself of 5% of staff without any involuntary redundancies. That promise deserves applause. Since the promise is sincere, a written, legally binding guarantee will be a usefull formality that puts minds at ease.

In Germany established civil servants hold office as long as they respect their obligations, while the EU Institutions reserve the right to dismiss staff simply in the "interest of the service". Given the bad experiences with so-called "reforms" eating away at our rights and incomes ever since the advent of Neo-conservatism in the early 1980s, we are sure that eliminating 2.000 posts quietly could be soon followed by much more painful sackings.


8. Conclusion

Arguments derived from micro-, macro economics, management, and simple decency have been presented. At most, the wealthiest 2% have a legitimate interest in austerity. SID hopes to see their Parliamentary representatives outvoted.
