Time for the Commission to rethink its recruitment policy…


At each enlargement we witness the nomination of personalities from the new member states to posts of high responsibility. Such is the case at EUROSTAT where a post of adviser "hors classe" (AD 15) has recently appeared on the organisation chart and this despite the fact that EUROSTAT already has 3 advisors and 2 vacant directors' posts.

The case of EUROSTAT is not isolated, further parachuting is envisaged in other DGs.

In our opinion, this policy, generalised across the Commission and aimed at increasing management posts, is no longer adapted to the current economic situation.

At a time of budgetary restrictions and in light of the determination of the Commission to reduce its staff by 5% over 7 years, we demand that a new analysis of staff needs be carried out and that the human resource policy which since 2004 has multiplied by 4 the number of Heads of Unit should be adapted accordingly.

It is urgent to provide services with the operational posts (officials or contract agents) which are cruelly lacking in many DGs and where the workload permanently increases.

At a time when there is massive unemployment in the UNION, where many young graduates cannot find their place in the job market, it is absolutely necessary to review our recruitment
policy.

Just bearing in mind the following ratio: 1 Director = 3 AD5 or 4 AST3 or 5 AST1, should make the reflection easier (although we are aware of the limits of such a systematic approach).

The Commission cannot decently continue to follow a policy aimed at reducing staff levels whilst at the same time increasing the number of senior management posts.
