Public - Sector - Enemy Number One?


The Conservative Party's newspaper – The Telegraph – reported on 23/10/2012 that : "…David Cameron has vowed to get "tough" with Europe, as he threatened to veto the EU budget unless it sacks staff and cuts the pay of 4,000 officials on six-figure salaries…"

It needs to be emphasized here that "The Telegraph" is owned by a pair of UK billionaires, the Barclay brothers, who live in the Channel Islands and Monaco thus costing the British taxpayers vast amounts of money in lost tax revenue every year.

In addition, we read in the Guardian that the Barclay brothers made one sixth of the Sark Island's population out of work when the voters did not elect the financiers' preferred candidates, so the Barclays closed down their local businesses.

The Telegraph also stated that: "…The European Commission has asked for a higher budget that would cost Britain an extra £10 billion over seven years and repeatedly ignored requests from member countries to reduce staffing costs…"

A short history of UK Public Service privatisation from 1979 - 2012 is well worth some attention by our colleagues. One Orwell quote reads: If you want a vision of the future, imagine a boot stamping on a human face - forever.

Are we suggesting that by forcefully sacking people in the Commission then £10 billion pounds will be saved for UK alone? Or are we paving the way for privatization of the EU Institutions and shifting their work to mega corporation contractors such as G4S with a terrible track record of mismanagement of public monies and SERCO . Both have CEOs with salaries of around several Million pounds each annually. Are we suggesting the same privatization policies for EU Institutions that made UK Public sector so fragile through forced privatization that contributed to the Rail fiasco this summer? Consequence of demoralizing the Public Officials and transferring their jobs to the private sector brought us policies to divide up and sell UK forests to the rich Conservatives that drew 98500 signatures opposing these sales. Or increase the university fees haphazardly to £9000 per student effectively tripling them and keeping large sectors of society out of reach of university education in the UK while at the same time attacking the successful industry that was generating wealth for the country: Education.

The Telegraph continued to mock the Officials of Commissions by printing in the same article: "…A commission spokesman told The Daily Telegraph: "We declined as it's a lot of work and waste of time for our staff who (are,sic!) busy with more urgent matters…Because of language requirements, we are better educated than national civil servants. We are high flyers not burger flippers…"

Mocking the Officials of Commission has been a great past-time of certain newspapers on the pay-roll of multi-nationals who do not find it in their interests to see rules or regulations coming from Commission, Council and Parliament that hamper their money making machinery in the interest of the 2% rich. Is it lefty to ask why our tax pays CEOs millions? It is inevitable that their sarcasm and disgust of Commission Officials shows its ugly face in articles such as above.

It needs to be emphasized that the United Kingdom along with Poland (see p.313; protocol 30) negotiated that EU Charter of Fundamental Rights must not be applied in their respective countries.

Wikipedia states: "… While the British accepted a legally binding rights charter during the negotiations of the failed European Constitution, they negotiated a protocol during the Lisbon negotiations which, according to the then British Minister for Europe, would ensure that the Charter would not extend the powers of the European Court of Justice over United Kingdom law…"

Mr. Cameron, if he has any respect for EU Law at all would certainly know that his remarks are completely against EU Charter of Fundamental Rights' Article 30 under the title - Protection in the event of unjustified dismissal - stating: "… Every worker has the right to protection against unjustified dismissal, in accordance with Community law and national laws and practices…"

Even though the EU Charter of Fundamental Rights cannot be applied in the UK, it is very much applicable to the other countries except UK and Poland. And, it also applies to all the EU Institutions and their employees.

One needs to remind the politicians that the EU Institution employees have already been subjected to the Kinnock Reform cutting their remunerations and benefits as of 2004 where in addition it created a new precarious category of employees called Contractual Agents.

And another Reform that is coming very soon which will cut over 2000 jobs and reduce even further our remunerations and other benefits has been proposed by Mr ŠEFČOVIČ. Now stating that Commission repeatedly ignored requests from member countries to reduce staffing is certainly an understatement.

Finally, we end this tract with more quotes from George Orwell: In our age there is no such thing as 'keeping out of politics'. All issues are political issues, and politics itself is a mass of lies, evasions, folly, hatred and schizophrenia. And this one is for our coleagues: To survive it is often necessary to fight and to fight you have to dirty yourself.
