Is Admin's Social Monologue even vaguely democratic?

During the CDR negotiations, SID demonstrated in a paper the danger that the new CDR system can dehumanize personnel further. Our warning fell on DG Admin's deaf ears. Their reply to protests from staff and virtually all unions was along the lines of “Like it or not, we have now put it in place as of 2009”.

DG Admin's social dialogue is distant, unaccountable, unanswerable and against the EU Charter of Fundamental Rights which Commission itself signed.

Clearly, Admin does not see any of us, down here where the work is done, as important stakeholders. But then, who are the stakeholders? May we know who runs this show, or is that information privileged?

Irrationality; the denial of what is real; is a constant feature of controls by a Big Brother based system.

In 2007, this was demonstrated as a weapon in the certification process where graduate AST staff were marginalised in favour of those without such qualifications.

By contrast, the Staff Regulations' article 27 states the Officials of the highest standard of ability, efficiency and integrity have to be selected from amongst the broadest possible geographical basis from among nationals of Member States of the Communities.

We see here doublethink running rampant amongst policy makers in the DG Admin. (In all fairness, we should mention that several major unions argued passionately that promoting people just because they have obtained post graduate degrees is discrimination. So we must caution you; its alright to take university courses, if you absolutely must. But be sure to fail your exams, if you want to be promoted during this lifetime.)

SID also brought to the attention of personnel and DG Admin the dangers of RFID chips in our personnel cards.

During the Staff Forum in late 2007, Mr Barroso assured Mr Ashbrook that there were no plans to introduce such technology in the Commission.

In January 2008 in the Eurostat annual general assembly Mr Carre, ESTAT Director General, assured us that RFID is not to be used in the Commission. Later that month we noticed that at least in DG INFSO it is being used, apparently on instructions by Commissioner Reding herself! (see references: 1, 2)

In 1946, George Orwell, in an essay entitled "Politics and the English Language" wrote: “ In our times, political speech and writing are largely the defence of the indefensible...Thus political language has to consist largely of euphemism, question-begging and sheer cloudy vagueness.”

In another episode, a trade union, representative under the rules of the current social dialogue framework agreement, called DG Admin to concertation meetings over the salary correction coefficient issue. DG Admin simply refused to meet with them.

In March 2008, we read in European Voice that Commission failed to pay up fines imposed on it after recruitment ruling by the Court.

The catalogue of heavy handedness of DG Admin is endless ...

EU politicians have treated their citizens in the same manner. Let us not forget that the EURO was to bring more prosperity to the public. We now witness the "€1000 generation" (3, 4, 5) where even university graduates have to get several jobs to make ends meet.

And young graduate working couples who continue to live dormitories for years after their graduation because they cannot afford homes for themselves and whatever children they dare to have.

As a response to this callus way the citizen have been treated, they have responded with three NOs so far from the French, the Dutch and now the Irish voters. But our leaders' response to these NOs is to continue regardless.

One EU citizen in a newspaper remarked: “What part of NO do Barroso and his Euroclan in Brussels not understand? He claims that 18 countries have ratified this muddled treaty, but that was the politicians, not the inhabitants.”

As Bertolt Brecht put it so elegantly in 1953 after the uprising of the workers in Berlin: “Wouldn't it be easier for the governing class to dissolve the people and elect a new population?”.
