Crucifixion and the CDR


Let's start at the beginning of this sorry mess called CDR. In legal theory an employment contract binds two equal partners together. In practice the employee tends to have one job while the employer has many people working for him, tens of thousand in the case of the EU Civil Service. So the one "partner" (aka boss) is thousands of times stronger than the job holder taken by herself.

Given this imbalance of power the bosses will from time to time force employees to do things against their will. In ancient times disobedient slaves were crucified, in the Middle Ages recalcitrant serfs had to be broken on the wheel. In our enlightened times there are more than enough workers available, so there is no longer a need for sadistic public executions. The boss says; obey, or be fired and replaced by someone who will follow my orders. This works well because the employee knows that resistance will cost him his place in society while the boss will get his way after a brief delay. Have you ever stood in front of a tank?

It is complicated and unpopular to fire established officials from our civil service, so an even gentler form of torture is applied. Those who think for themselves and let the boss know are held back in their careers. Have you wondered why people with multiple post-graduate degrees who rarely leave the office before 18:00 remain assistants for decades while some shiftless, dishonest nincompoops become directors in less time? Those who are too stupid and lazy to think for themselves and too dishonest to say anything that their boss, and his boss, and that bosses' boss don't want to hear are at a big advantage in a system where an elite picks its own successors.

Other unions write about the CDR as though it were a tragic mistake. Take a look at the Statute of Officials. There are exactly 0% co-decision rights for staff and its representatives, which means that the towering hierarchy of bosses have 100% of the power. Under such circumstances the "faults" that other unions lament are a logical consequence.

Be realistic about the CDR and don't take it personally. It is just a way of promoting those whom "the powers that be" want to promote. Don't make your self-esteem depend on the score that is imposed on you by people who you didn't elect and who hardly know you. If "they" give you a bad score, stand up straight, be proud and continue to think for yourself. If you want feedback about how to do better work, talk to your colleagues, not your boss. They usually know more about your work than s/he does.

In an article SID called for a referendum on the CDR, which would be legal under the Framework Agreement. We would have been very pleasantly surprised had Mr Kallas and the other high-arcs agreed to such an exercise in grassroots democracy. Understandably, like Louis XVI, Charles I and other autocrats, they refused to share power with us, who are below them. So just remember that the reason why democracy is not happening (yet) is that those who currently hold power are not ready to let go.
