MFF; Compromising the European Public Service

This is the the Council’s summary and here are full Council Conclusions of the MFF Summit .

The part of the Council Conclusions that most concerns the EU Public Service is paragraph 96 through 100, especially paragraph 99, where there is room for further improvement. Let us examine the items of paragraph 99 in more detail.

Paragraph 99, Point I; it is malicious to drop 5% of the posts from the establishment plan while boosting administrative budget by 8%. While the politicians tell us about their epic struggle against rising unemployment they strain to eliminate as many of the jobs they control as possible.

In general, austerity is very expensive, it has induced recessions in the crisis countries; over the last five years the Greek GDP has shrunk by a quarter. Austerity will cause much greater damage to the EU Public Service than the mere number “5%” suggests. Consider the core tasks of the Commission.

The drafting of EU legislation is the lobby’s favourite target because it is much easier to influence the process before the representatives of 27 governments and hundreds of MEPs know what is going on. There is no need for envelopes of cash when it is possible to supply and withhold information and ideas to a small team of overworked officials. What is supplied and what withheld depends on the paying corporation’s interests. Similar arguments apply to the other main function of the Commission; monitoring compliance with EU legislation. In addition, infringements that shrinking teams of officials miss remain invisible. In this way, more and more exceptions creep into the system without being noticed and the Single Market melts away.

The Council Conclusions assume that staff output will remain constant because the 5% jobs cut will be compensated by 6.6% unpaid overtime. If we were mining coal, which is measured by the ton, that might work. It is much more difficult to measure the output of white collar workers because a concise, structured ten page document might be more valuable than a hundred pages, or not. Minds are just so much more complex than muscles. The unpaid increase in working time goes into effect at the beginning of the MFF while the staff cuts that it supposedly compensates are to be implemented gradually, year by year. What thanks does staff receive for those extra savings at its expensse? Plenty of our colleagues already work 40 hours and more. It is unlikely that they will masochistically work even longer.The Service has already absorbed an extra 12 Member States without more posts. It is soon to oversee the biggest of Europe’s circa 6000 banks.

Paragraph 99, Point 2; “further reforms of the Staff Regulation and other internal administrative measures”; we will comment in more detail when the changes are announced. Clearly, these decisions are intended to be taken behind the back of the European Parliament, behind closed doors. Recall how proudly Commissioner Kinnock reformed the evaluation and promotion system without involving Council, let alone Parliament. That internal reform was re-reformed and re-re-reformed. The basic problem remained unsolvable; Directors General and other political appointees, who see staff in the cafeteria, if at all, insist on influencing promotions.

The shamefully misogynistic invention of the AST/SC is one of the most lucrative deforms of our Staff Regulations. Secretaries often enter the service in their early twenties and so have “careers” of 40+ years. Unless the European Parliament mitigates that deform, secretaries will earn AST3 salaries after nearly half a century, while the remaining ASTs can rise to AST9, or even AST11. More discussion here.

Paragraph 99, Point 3; the two year salary freeze without a price freeze for everyone adds insult to injury. It is impossible to accurately predict the inflation of the next two years, so no one knows how much or how little money will be saved at our expense. Suppose, only for a moment and for the sake of argument, that austerity somehow made sense. Then a two year increase in the solidarity-with-the-banksters levy would make much more sense because the amount of money to be squeezed out of us can be calculated in advance.

More importantly, a two year increase of the levy can be managed in a digressive way, sparing the colleagues with the lowest pay. Some of them are paid below Luxembourg’s minimum wage. It is remarkable how austerity politicians scream their heads off about AD14 salaries and then proceed to cut them no more than those of AD1, AST1 or CA1.

Conclusions
The part of the text on administration is identical to the Draft Conclusions, and that is a good thing. We owe a debt of gratitude to our friends and colleagues in Council for the damage limitation that they have already achieved.
Now it is up to our friends and colleagues in Parliament to save as much of the European Public Service as they can. Staff should give them full support.
