Dear Mr Chêne,

Thank you very much for informing us through "exceptional means" (although you forgot to use your SYSPER2) of the availability of posts in the three DG's.

This is the confirmation that the European Commission as our employer can react quickly to "exceptional circumstances" such as economical and financial crisis.

We wonder why the European Commission did not react as quickly when the inflation in Brussels and mainly in Luxembourg was exceedingly higher than our salary increases.

After reading your communication to all the personnel we have several suggestions:

Firstly, it is true that using email to everybody is more efficient than publishing the posts exclusively in SYSPER2 because this tool is not compliant with the standard internet browsers. In that case, we suggest adopting Commission software that is fully compliant with international standards.

Secondly, the three DG's with a "punctual" need for extra staff are located in Brussels (even though DG ECFIN has a small representation in Luxembourg). And this call for extra staff is done when for the first time in a long period inflation in Brussels has become higher than in Luxembourg. So, are you really asking Luxembourg located staff to be doubly penalized by being forced to relocate with a decrease of their purchasing power?

We want to believe that these officials (yes, this category of staff that seems to be destined to disappear and replaced by temporary and cheaper personnel) will have remuneration in terms of "points" due to their extra effort in a time of difficulty.

But, how can you judge and compensate some of staff with the newly reinvented rules of CDR in which you need to penalise other staff to do it?

Don't you think that in exceptional situations the problems of wrong procedures having been concocted in haste are most glaring in a spectacular way?

Please, reconsider reviewing these absurd internal competitive (in the worst sense of the word) systems that prove to be unfair and non-transparent.

With your message you have shown to be an action man in exceptional circumstances. Now you need to demonstrate that you can deliver consistently!

Perhaps this crisis is the last opportunity for the Commission to succeed in an exceptional situation. As you know, the Commission is planning to replace European Civil Servants with contractual agents having a much lower salary.

In the medium term the current policies result in further reduction of the quality of staff. This crisis can be the best opportunity to show that European Union needs and can have the highest quality of officials to deal with its problems. Perhaps tomorrow is too late for that.
