CDR, COMPASS, SCOP
and the unfortunate Officials …

While you are busy wriggling out of your auto-evaluation hoping to get decent scores of merit points, and perhaps at the same time applying for the Certification or Attestation process, BIGBROTHER — i.e. COMPASS — is watching your every move. And, it can launch its SCOP, on you, any time it wishes.
Moreover, you will not even be aware of its intentions until it is too late. This is the latest prank of the DG ADMIN.
The very best officials theoretically can receive a maximum of 20 merit points.
Reporting Officers pretend to be barred from giving away merit points beyond a
certain ceiling. And, this is despite the fact that the Court of First Instance has
condemned such behaviour.
However, the priority points whose raison d'être are very much questionable could enable a mediocre but obedient official to receive 10 priority points. Armed with this and along with his, say, 12 merit points he would then be 2 points ahead in the ratrace for Promotion, Attestation and/or Certification.
And, this is based on no more objective criteria than “All animals are equal, but some animals are more equal than others.”
CDR has been working against officials since its inception. How many more article
90s, with their follow up calls to the Court of First Instance — now-a-days the
Civil Service Tribunal — would it take for the Commission to finally decide to abandon this obscene, obsolete and borrowed system which was dropped over 10 years ago in the USA.
When will it learn not to apply the rules of 1990s corporate America to a
European public administration?
The cheated officials not only are they resentful of this system, they become
disillusioned victims. Auto-evaluation and its Dialogues are mere games, you may add, all appears to have been decided prior to the exercise.
It was shown previously how it was that in DG Estat the fate of Officials seems to have been decided up-to three years in advance.
What is the net effect of this flawed CDR exercise you may enquire?
Disappointment and disillusionment for the officials. A sort of institutional
harassment you may add.
The story seems to have a final twist. The disillusioned and harassed Officials, who
throughout the years have been abused by the CDR system, who have lost all will to
fit in an unjust purposeless system, could find themselves in battle with "COMPASS".
COMPASS, through its iron arm of SCOP could then reach out to further punish them.
Subject them perhaps to the humiliation of "Psychological tests".
Yes, it has the means to break them now. Perhaps they can be got rid of, reassigned to unwanted jobs where they can be harassed to develop depressions.
And, yes, COMPASS can then put them on INVALIDITY. In addition, it can
also disallow them to work outside the Commission! Result: they are now, isolated,
broken, disposed of and replaced by several cheaper and more vulnerable contractual agents…
The painful and difficult rounds of negotiations with DG ADMIN regarding the
above, under the title of Well-being politics, currently continues. We are
totally against COMPASS.
